im not an expert at all but i believe its to balance out the revs when changing to make it smooth, engine revs to wheels speed or summots.

is this not to keep the revs up when changing gears (heal to toe thingy, especially with turbos to minimise lags?)?

also, check this GTR reach 315kph:)

Boys and.... Girl.

It's called "Heel and Toe", you break into a corner, and downshift so that you are going to be able to get the best speed out of the bend. By increasing the revs to the point, at which they will be for the next gear. Makes things faster as you are breaking and down shifting at the same time, but also keeps the balance of the car correct.

Or go round in fully automatic and you can brake with your left foot and blip with your right. :p

H&T is done for exactly the reasons Digs said, saves unbalancing the car by braking and then engaging a lower gear and having the engine braking mid-corner when you drop the clutch in the new gear. Most of the time I find it easier to use the sides of my feet to work both pedals to do it, but it's not as safe as using the heel/toe if you're good enough at it (which I'm not hehe).

That's all unless you're riding a bike of course, in which case that's how you change gears the quick way, clutches are only for pulling away on those. ;)
